Per Arizona 4-H Youth Development Policy (August 30, 2019) Section 11.3, volunteers must be at least 19 years old, and certified volunteers or Authorized Adults must be at least 21 years of age.
An Authorized Adult is a category of volunteers. University of Arizona Youth Safety defines this category. The volunteer must have a satisfactory, fingerprint-based background check on file with the university, be completely registered as a Designated Campus Colleague, and have passed the quiz at the end of the University of Arizona Youth Safety Training. These are the only volunteers who can assume care, control, and custody of youth or other vulnerable populations. An Authorized Adult must have line-of-sight supervision of all youth at all times at any university-sponsored (including 4-H) event. Â

Within a week to 10 business days, the new DCC should receive their emails from HR. Depending on county protocols, it may take several days for the transaction to reach campus. The state Volunteer Management office reviews transactions every morning. If something needs to be amended in the transaction, the state VolMgmt office notifies the initiator and the approver in the county office of the necessary actions. If the transaction is in compliance, it is approved. Approval in HR Workforce is dependent on the volume of work in their office. For example, at roll-over or at the start of the academic year, there are a higher volume of transactions to process, and it may take longer for the emails to go out. Â
